Defender quarantined the loader — exclusion steps?

Downloaded from the official delivery link and Windows Defender flagged it immediately. Protection history shows quarantine, not block only.
Do I restore first then exclude the folder, or exclude then re-download? I have not run the loader yet — waiting until I do this right.
Third-party AV is Bitdefender on another PC. Same process or different?
Restore from Protection history, add a folder exclusion for the entire delivery path in Virus and threat protection settings, then run from that folder only. Do not move files to Desktop after.
Heuristic flags are normal for trainer loaders even from a legit checkout.
Bitdefender needs its own allowlist entry — Windows exclusion alone is not enough on a machine running both.
After exclusion, continue with Complete Setup load order. If status is Updating, exclusions will not make an old build work — check EAC label first.
Steps: restore quarantined files, permanent folder exclusion, no random fix DLLs from forums, then one clean load with Palworld running from Steam when status is clear.
